A few weeks after announcing plans to invest in the world’s largest offshore wind farm, we are pleased to provide more information on this massive project called Elanora Offshore.
We are delighted that the project aiming to construct the largest offshore wind farm in the world – co-developed by Respect Energy Holding – has brought together some of the world’s top experts who are joining efforts to form a Consortium made up of companies from the energy industry The Elanora Offshore team is well positioned to successfully deliver this important initiative – said Sebastian Jabłoński, Chairman of the Respect Energy Holding.
On 21 August 2023, the Consortium announced the launch of a 5GW (connected capacity – AC, almost 6GW of installed capacity – DC) offshore wind project off the coast of the state of Victoria, within Australia’s first declared area of Gippsland.
Together with other Consortium members, we are involved in a multi-stage process related to the construction of a wind farm off the coast of the state of Victoria. Once fully operational, the Elanora Offshore project will deliver over 20 TWh of clean, secure energy to Victoria every year – enough to meet 40% of Victoria’s current energy needs – added Sebastian Jabłoński.

Other Consortium members include:
- EnergyAustralia, a major energy retailer and generator with 1.6 million customers across eastern Australia.
- Boskalis, a world leading offshore wind contractor with a fleet of over 650 specialist vessels.
- Polpo Investments, who have previously developed utility-scale renewable energy plants in Australia.
EnergyAustralia operates more than 5000 Megawatt of power generation facilities in Australia, including the Yallourn coal power station in the Latrobe Valley, which is due to close in 2028. We see offshore wind as a clean energy source that can replace part of the capacity lost through the retirement of coal-fired generation while also providing a source of new employment for our workers at the Yallourn power station, said Dan Nugent, Head of Portfolio Development at EnergyAustralia.
Boskalis has a 20-year track record working on marine infrastructure projects in Australia. They offer Elanora Offshore access to highly specialised offshore wind resources and vessels, which significantly mitigates supply chain risks. We have been active in offshore wind in Europe, east Asia and the US from the onset. Through Elanora Offshore we look forward to contributing to Australia’s energy transition, said Marcel van Bergen, Director at Boskalis.
Upon receiving a Feasibility Licence and other necessary approvals, the first phase of the Elanora Offshore project expects to be operational by 2032; with the second phase completing by end 2034 in line with Victorian Government targets.

Elanora Offshore – Key information about the project
- The Elanora Offshore project is a 5GW offshore wind farm off the coast of Gippsland, Victoria
- Wind turbines will be situated far from shore where they won’t be seen and interference with other marine users will be minimal, limiting our visual and social impact.
- The first phase of Elanora Offshore will be operational by 2032, with the second phase completing by end 2034.
- Once fully operational, the Elanora Offshore project will deliver over 20 TWh of clean, secure energy to Victoria every year – enough to meet 40% of Victoria’s current energy needs.
- Over the project lifetime, over 600 million tonnes of CO2 emissions will be avoided.
- The 5GW Elanora Offshore project will create over 3,000 direct jobs during construction, and 320 direct jobs during operations.
